As a general rule, yes - in-text citations would usually be included in your word count, along with anything else in the main assignment or essay.

This can also mean that direct quotations and words contained within tables, charts or diagrams would count towards your word limit if they appear as part of the main body of your work. 

Reference lists and appendices are typically not included in the word limit, although you should always check whether your tutor has any specific preferences.
